The invention discloses a vehicle-mounted terminal localization segmented speed limit judgment method and a vehicle-mounted terminal. The method comprises the following steps: acquiring GPS information of a vehicle-mounted terminal; loading a configuration file containing the GPS feature points and the speed limit value of the speed limit road section; calculating the distance from the vehicle to the speed limit road section; judging whether the distance is smaller than a threshold to determine whether to enter a speed-limiting road section; and if so, acquiring a speed limit value, judging whether the speed is overspeed or not, and performing corresponding processing. According to the method, loading of an intelligent map and localized judgment are not needed, resource consumption is reduced, real-time performance is improved, cost is reduced, and the method is suitable for accurate speed limit management of buses and other vehicles.
