The hanging basket lifter is mounted at the top of the wind power tower drum and lifts or descends the hanging basket assembly through a steel wire rope; the distance of the hanging basket assembly is adjusted according to construction requirements by stretching and retracting the movable rod assembly. The lifting device can synchronously ascend and descend on a tower drum for overhauling work, the effects of resisting wind and stabilizing the hanging basket are achieved when fan blades are overhauled on the sea or on the land, the difficulty that the four corners of the hanging basket are stabilized through mooring ropes when the hanging basket is constructed on the sea or on the land is eliminated, the number of constructors is reduced, and the safety of the constructors during operation is guaranteed; the problem that the fan blade swings when being overhauled on the sea by using a hanging basket is solved.
