The method comprises the following steps: obtaining road information of a target controlled road section; arranging a flight plan of the unmanned aerial vehicle based on the road information; acquiring image information acquired when the unmanned aerial vehicle cruises according to the flight plan; and according to the image information, analyzing whether a ground vehicle of the target management and control road section violates parking, if yes, enabling the unmanned aerial vehicle to perform snapshot, then enabling the unmanned aerial vehicle to pause the current route and adjusting the pan-tilt camera to perform snapshot again so as to obtain a clear license plate image. According to the invention, the vehicle illegal parking event of the target road section can be accurately and efficiently identified, and vehicle illegal parking intelligent control based on unmanned aerial vehicle automatic cruise is realized.
