The identification mechanism is used for identifying whether freezing rain exists on the photovoltaic panel; the cleaning mechanism is used for cleaning the freezing rain on the photovoltaic panel; the length size of the detection roller is not larger than the width size of the photovoltaic panel, and the peripheral wall of the detection roller is attached to the surface of the photovoltaic panel. The device has the effects of detecting and cleaning freezing rain, and solar energy can be converted into electric energy.
