Provided are a software verification system and the like that can easily improve software using sensor data of a vehicle as an input. The software verification system uses the first information, the second information, and the third information to detect degradation of the control software of a new version (performance determination unit 118), and verifies the control software of the new version using the sensor data when the degradation is detected. The first information is an output of a current version of control software used for controlling the vehicle when sensor data from a sensor mounted on the vehicle is input, and the second information is an output of a new version of control software not used for controlling the vehicle when the sensor data is input. The third information is information pertaining to control of the vehicle other than the first information and the second information.
