A queuing overflow control method and system in a second-level adaptive control system relates to the field of electrical digital data processing, and the method comprises the following steps: collecting real-time traffic data of each entrance lane, calculating a queuing proportion and a vehicle accumulation rate of each entrance lane according to the real-time traffic data, and calculating a queuing overflow value of each entrance lane; the traffic state of each entrance lane is divided into a normal state, an early warning state and a dangerous state according to a preset state threshold value; when the traffic state is in an early warning state, generating a traffic flow time sequence curve according to the real-time traffic data; extracting traffic flow characteristic parameters from the traffic flow time sequence curve, arranging the traffic flow characteristic parameters according to the numbers of the entrance lanes to construct a traffic flow characteristic matrix, analyzing a traffic flow complementary relation between the entrance lanes based on the traffic flow characteristic matrix, and calculating phase compensation parameters according to the traffic flow complementary relation; and adjusting the signal timing sequence according to the phase compensation parameter. By implementing the method, the balance of resource utilization in the traffic entrance can be improved.
