Wherein the communication network comprises a mobile communication network, a satellite communication network and a wired network, the intelligent information processing module is used for quickly analyzing, processing and identifying the received information and extracting key rescue information, and the remote command and dispatch module is used for commanding and dispatching the traffic accident scene according to the information provided by the traffic accident scene sensing module and the intelligent information processing module. The system and the method have the characteristics of high practicability and high rescue efficiency.
