The invention relates to the technical field of battery energy management, in particular to a hydrogen energy fuel cell energy management system and method based on reinforcement learning, and the system comprises an environment module and a fuel cell, which are used for converting hydrogen into electric energy and heat energy; adjusting power output according to an instruction of the energy management module; the energy storage system is electrically connected with the fuel cell, and the energy management module is in communication connection with the environment module, the fuel cell and the energy storage system and is used for receiving environment information sent by the environment module; based on a reinforcement learning algorithm, power output and start-stop operation of the fuel cell are managed and optimized in real time; the working states of the fuel cell and the energy storage system are monitored in real time, and power output and start-stop instructions are adjusted according to different conditions; the whole vehicle VCU is in communication connection with the fuel cell, the energy storage system and the energy management module and is used for transmitting and collecting data of the whole system; the work of each module is coordinated, the overall operation efficiency of the system is ensured, and the energy utilization efficiency is improved.
