A system (10) includes a first heater device (16), a second heater device (18), and a temperature sensor (20), each disposed within a fluid flow. The system further includes a controller (14) communicatively coupled to the first heater device (16), the second heater device (18), and the temperature sensor (20). The controller (14) is configured to receive, from the temperature sensor (20), an indication of a measured temperature of the fluid flow. The controller (14) is further configured to control, based on a difference between the measured temperature of the fluid flow and a target temperature, operation of the first heater device (16) via a first pulse width modulation signal and operation of the second heater device (18) via a second pulse width modulation signal.
