Provided are a waste heat recovery system, a ship propulsion system, a ship, and a waste heat recovery method, whereby the amount of waste heat lost into the atmosphere from an internal combustion engine can be reduced, and the efficiency of the ship propulsion system as a whole can be improved. A first low-pressure water-supplying heater (85) is provided for conducting heat exchange between jacket cooling water that has passed through a water jacket of an internal combustion engine (11, 61, 62), and condensed water that has condensed on the downstream side of a steam turbine (12, 41) and been led to an exhaust gas economizer (94), and heating the condensed water with the heat of the jacket cooling water.
