An adjustable handlebar stem assembly includes a vertical tube (10) with a head (11) which has a toothed face (111). A stem (20) includes two plates (22) which are pivotably connected to the head and includes a clamping portion (21) to clamp a handlebar thereto. A pawl member (30) is pivotably located between the two plates and includes a press end (31) and an engaging portion (32) on two ends thereof. The engaging portion has teeth removably engaged with the toothed face. A restriction rod (40) extends through one of the two plates and is connected to a restriction member (41). A quick-release (50) is pivotably engaged with a curved and recessed face (34) of the pawl member. The quick-release includes a recess (511) with which the restriction member is engaged. The quick-release cannot be pivoted when the restriction member is not moved and disengaged from the recess of the quick-release, so that the stem is not pivoted relative to the vertical tube.
