The invention provides a vehicle sensing and control system comprising an environment sensor configured to sense an environment outside of the vehicle, a processor in communication with the environment sensor and configured to identify a cycle travelling in the environment and determine an angular displacement of the cycle with respect to an axis perpendicular to the ground. The processor is configured to identify a potential hazard presented by the cycle based at least partially on changes in the angular displacement of the cycle.
