An inter-terminal voltage obtaining unit (101) obtains an inter-terminal voltage (VB) of a battery. A comparator (102) compares the inter-terminal voltage (VB) with a maximum output voltage (VCmax) of a charger (30). When relation of VB ≤ VCmax is satisfied, an AC charging relay (40) is switched such that output electric power from the charger (30) is supplied to a high-voltage side of a buck-boost converter (20). When relation of VB > VCmax is satisfied, the AC charging relay (40) is switched such that an output voltage of the charger (30) is supplied to a low-voltage side of the buck-boost converter (20) and the buck-boost converter (20) is activated.
