A thermal management system for an aircraft includes a liquid loop (14, 114), a vapor compression cycle loop (12, 112), and an air loop (16, 116). The liquid loop (14, 114) includes a pump (24, 124) to deliver a working fluid a cold sink (26, 126) for cooling a heat load with the working fluid. The vapor compression cycle loop (12, 112) is fluidly coupled to the liquid loop (14, 114) by a separator (40, 140). The separator (40, 140) is configured to separate a two-phase form of the working fluid into a vapor form of the working fluid for delivery to a compressor (18, 118) of the vapor compression cycle loop (12, 112) and a liquid form of the working fluid for delivery to the liquid loop (14, 114). The air loop (16, 116) in thermal communication with the working fluid and configured to provide a cooling or heating air for an aircraft cabin.
