A wheel brake apparatus (13) and an electromechanical brake system (10) with a function of over-temperature protection for a brake motor, and an electric vehicle (01). The wheel brake apparatus (13) includes a service brake unit (131), a parking brake unit (132), and a wheel controller (133). In a braking process of the electric vehicle (01), the wheel controller (133) is configured to: in response to that a winding temperature of a brake motor (1131) is greater than or equal to a first temperature, control the brake motor (1131) to reduce an output torque, and control the parking brake unit (132) to output a brake force for parking; or in response to that a torque output by a brake motor (1131) is greater than or equal to a first preset torque, control the brake motor (1131) to reduce the output torque, and control the parking brake unit (132) to output a brake force for parking. The wheel brake apparatus (13) and the electromechanical brake system (10) can reduce heat load of the brake motor (1131) of the electric vehicle (01), increase an operating life of the brake motor (1131), and improve operation reliability of the electric vehicle (01), without increasing hardware costs.
