A computer program generates a traffic management plan for traffic control around an infrastructure project. It receives data specifying a works area’s geospatial location and extent 605. It loads contextual data (including map data 60,Fig.1) relating to a geographical environment around the works area and accesses rules (75,Fig.1) for analysing geospatial features and determining traffic control device placements. Based on the works area data, contextual data and rules it constructs and outputs a traffic management plan 600 specifying traffic control devices 630 and associated placement information. Plan construction may include analysing the contextual data to identify constraints, e.g. junction locations or types, public transport routes or stops, road widths, pass-widths or lines of sight. The devices may be cones, barriers, signs, traffic lights and/or pedestrian walkways and the plan may specify their layout (location and orientation) in relation to the environment and works area. The plan may be downloaded by or transmitted to a client device (30,Fig.1) and validation rules may be applied to validate its correctness.
