A vehicle includes a steering system that pivots a wheel of a vehicle to a first road wheel angle relative to a starting position (steps 94, 96). The vehicle wheel is then pivoted to a second road wheel angle that is calculated to reduce a tire windup upon determining that the vehicle is stationary (steps 100, 104, 106, 108), and a final road wheel angle upon determining that a vehicle motion is either incipient or initiated. Typically the final road wheel angle may be equal to the first road wheel angle (steps 110, 112, 114); alternatively the final angle may be equal to the second angle and the wheel may be pivoted to an intermediate angle before being pivoted to the second angle. The second angle may be less than the first angle by between half the maximum windup and one and a half times the maximum windup.
