A refuelling system 400 has a fuel conduit 101a,101b, a variable-position valve 202 and a controller 104. The controller receives a measurement of an electrostatic condition in a fuel tank 60 being fuelled by the system and controls the valve to control the fuel flow rate based at least in part on the sensed measurement. When used in a vehicle, such as an aircraft, the system may utilise an electric field sensor 203a located at the fuel tank, or streaming current sensors 203b located at the conduit or valve to determine the electro-static condition of the tank. The valve may be a shutter valve (fig.3a) having a variable sized opening 321, which defaults to a closed position in response to a system failure. The controller may also use a measurement of the tank fuel level in controlling the valve, to prevent over-pressure. A second valve 410 may be located in the conduit to stop the fuel flow in response to a detected tank overflow condition. The controller may gather data such as flow rate profile, fuel type, or a property of the tank, supplying it to a data lake 20.
