An aircraft wing has a spoiler 130 movable between stowed and deployed configurations, and an actuator 138 having engaged and disengaged modes. When engaged, the actuator restricts or governs spoiler movement and can move the spoiler between the stowed and deployed configurations. When disengaged, the actuator allows free, independent movement of the spoiler, so the spoiler may rapidly deploy or pop up due to reduced air pressure on the wing. The actuator may move the spoiler from a deployed to a stowed configuration, comprise a cable 142 and drum 154, wherein one cable end attaches to the spoiler and the other end reeled around the drum, the cable held under tension in the stowed configuration to secure the spoiler, the spoiler telescoping up when the tension is removed. The actuator may have a clutch mechanism and a ramped dog clutch (160, Figure 15) comprising spring or friction clutch plates.
