An underwater vehicle having a passive wing shape similar to a mobula ray wherein the vehicle has a bionic ray wing with two different axes of rotation on each wing consisting of front and rear axes D, E. The distance between the rear B axes E is less that that of the front A axes D with a ratio range between 4:2 and 4:3 for the axis span ration front:rear. For the wing to flap up and down in this configuration by means of rotational actuation on either or both axes the wing and armature must be flexible. When the wing and armature flex during the stroke they produce a tunnel-like feature on the wing which directs the thrust developed by the wing more toward the rear than it would otherwise be and thus is a more effective wing for propulsion.
