PROBLEM TO BE SOLVED: To provide a user terminal position specifying device capable of realizing processing related to position identification at low cost by using an electric wave transmitter which is not high in performance and inexpensive and making the installation work easy with an installation place not limited.SOLUTION: A user terminal positional information specifying device includes: transmitter positional information storage means for storing installation positional information of each electric wave transmitter with respect to a plurality of electric wave transmitters having no directivity installed in a prescribed area; electric wave information acquisition means for acquiring information related to a reception wave in a user terminal with respect to the electric wave transmitted from the plurality of electric wave transmitters; transmitter extraction means for extracting high-order N pieces of the electric wave transmitter identification information in order from the strong intensity of the reception wave on the basis of information related to the reception wave; and position determination means for determining that the user terminal is positioned in an area divided by connecting each installation position of the high-order N pieces of the electric wave transmitters on the basis of the installation positional information and the high-order N pieces of the electric wave transmitter identification information.
