PROBLEM TO BE SOLVED: To obtain condition of road surface on which a vehicle does not yet run.SOLUTION: A road surface condition detection device 10 includes: a tire condition monitoring device 20; a car navigation system 41; a control unit 51 for controlling the tire condition monitoring device 20 and the car navigation system 41; and a transmitter 52 connected to the control unit 51. The tire condition monitoring device 20 has a sensor unit 21. A sensor unit controller of the sensor unit 21 estimates a road surface condition on the basis of an amount of change of a detection value detected by an acceleration sensor. The control unit 51 causes the transmitter 52 to transmit a road surface condition detection signal when there are crack and ruggedness on a road surface. A receiver 45 of the car navigation system 41 receives a road surface settling signal from a cloud server 61.
