PROBLEM TO BE SOLVED: To provide new technical means for an appropriate response when radio communication abnormality has occurred based on the premise that road-to-road communication by radio lies in communication between a road-side device and a central device.SOLUTION: A road traffic control communication system comprises: a central device 10 for road traffic control; a master road-side device A connected with the central device by a wired line 2 and capable of communicating with the central device 10; and a slave road-side device B capable of communicating with the central device 10 via radio communication with the master road-side device A. When the central device 19 detects the occurrence of radio communication abnormality between the master road-side device A and the slave road-side device B, the central device 19 transmits a first instruction to cope with the radio communication abnormality to the slave road-side device B.
