PROBLEM TO BE SOLVED: To provide a movable body with guidance information on a lane to be selected on the road on which the movable body travels.SOLUTION: An event information acquisition part 740 receives information transmitted from an analysis part 725 and a communication part 730, the information being on information on an event that may hinder a movable body MV from traveling, and derives, from the information, event information including the presence/absence of a vehicle parking on the street and the presence/absence of a traffic jam sequence as well as a travel hindering section. A determination part 770, when a vehicle parking on the street is present on a lane on which the movable body should travel and a lane on which the movable body travels is the lane on which the movable body should travel, determines that first lane change is necessary before the movable body MV reaches the travel hindering section. When a section between the beginning of the travel hindering section in proximity with a guidance attention point to the guidance attention point is not a lane change prohibition section, the determination part 770 determines that second lane change to the lane on which the movable body should travel is necessary after the movable body passes through the travel hindering section.
