To provide a fire monitoring system at low construction costs without causing disfigurement of an indoor region, a corridor or the like, which is capable of promptly, reliably and efficiently performing fire extinguishing activities even if there is an obstacle.SOLUTION: A flight robot 2 patrols the inside of a protection area E by a flight path prepared by a control device 3 through a radio based station 4 to correct map information by photographing the protection area E with a photographing part 204. When fire breaks out, the control device 3 carries a fire-extinguisher hose 708 to a water discharge position from a fire hydrant device 7 with another flight robot 21 to extinguish the fire by discharging water to a fire source X, after the flight robot 2 determines the fire source X, and the optimal water discharge position is calculated from a photographed input image while patrolling a surrounding of the fire source X in order to extinguish the fire source X.SELECTED DRAWING: Figure 1
