To detect a state of water infiltration between a tire and a road surface before entering a hydroplaning state.SOLUTION: A road surface state estimation device 10 is composed of: an acceleration sensor 11 for detecting an acceleration in a tire radial direction; acceleration waveform extraction means 12 for extracting an acceleration waveform from the acceleration; differential waveform calculation means 13 for calculating a differential waveform of the acceleration waveform; rotation time calculation means 14 for calculating the rotation time of the tire from the differential waveform; scaling acceleration waveform creation means 15 for creating a scaling acceleration waveform using the rotation time of the tire; and road surface state estimation means 16 for determining whether or not the water infiltration between the tire and the road surface is a state transiting to a hydroplaning state.SELECTED DRAWING: Figure 1
