To provide a vehicle operation management method and a vehicle operation management device capable of formulating a vehicle operation plan appropriate for multiple users using a vehicle.SOLUTION: Desired conditions for a vehicle including desired getting-on positions and desired getting-off positions are acquired from multiple users using a vehicle, so as to calculate a position representing multiple desired getting-on positions and a position representing multiple desired getting-off positions. Representing positions are set as vehicle stop positions where users get-on and get-off, so as to formulate a vehicle operation plan incorporating a vehicle traveling route including stop positions.SELECTED DRAWING: Figure 1
