To calculate a traveling time required to reach a construction site with high accuracy.SOLUTION: A required time calculation device is comprised of: a storage unit that stores travel data including identification information of a plurality of roadside units communicated by the vehicle-mounted device of the material transport vehicle obtained by traveling the material transport vehicle from the departure place to the construction site, and including data associated with a communication date and time; and a required time calculation unit that calculates a required time for a planned vehicle to travel from the departure place to the construction site based on the travel data, wherein when the traveling data indicates that the material transport vehicle has stopped for a predetermined time or more near the construction site, the required time calculation unit calculates the required time in order that a stop time over the predetermined time does not become an increase factor of the required time.SELECTED DRAWING: Figure 6
