To provide a tire rubber composition and a pneumatic tire having excellent wet grip performance.SOLUTION: A tire rubber composition contains a rubber component, silica and a silane coupling agent, the rubber component containing styrene-butadiene rubber, butadiene rubber and isoprene rubber at specified quantity ratios, the tire rubber composition satisfying the relationship of the following formula (I): A/B/CTAB/φ/M100≤0.015 (where A is a content (pts.mass) of the silica relative to the rubber component 100 pts.mass. B is a content (pts.mass) of the silane coupling agent relative to the rubber component 100 pts.mass. CTAB is a CTAB specific surface area of silica (m/g). φ is a volume fraction of silica in the tire rubber composition. M100 is a 100% elongation stress (MPa) at 23°C of a vulcanized rubber of the tire rubber composition.SELECTED DRAWING: None
