To provide a vehicle recognition device capable of instantaneously corresponding to a number for a license plate with new characters and a pattern or the like, for example, even when the new characters and the pattern are added so as to improve a recognition rate concerning vehicle recognition, and also to provide a parking lot management system using the vehicle recognition device.SOLUTION: A vehicle is reliably identified by using not only a vehicle number but also a feature quantity intrinsic to the vehicle when the vehicle is identified. That is, even when a number for a license plate with new characters and a pattern or the like are added, a feature quantity of a vehicle is used so as to enable instantaneous correspondence to the number for a license plate, so as to improve a recognition rate. Thus, whether or not a passage of a vehicle is permitted in entering/leaving is reliably determined concerning parking lot management, for example.SELECTED DRAWING: Figure 1
