To optimize operation control of a pedestrian protection device when an occupant protection device and a pedestrian protection device are mounted on a vehicle.SOLUTION: A protection control device comprises a first collision determination part (301), a second collision determination part (302), and a start-up signal generation part (303). The first collision determination part determines occurrence of a first kind of collision which is a collision between a vehicle and a specific object including a pedestrian and a two-wheeled vehicle with an occupant, and which requires start-up of the pedestrian protection device. The second collision determination part determines occurrence of a second kind of collision which is a collision between a vehicle and an obstacle different from the specific object and which requires start-up of the occupant protection device. The start-up signal generation part generates a start-up signal for starting up the pedestrian protection device with a condition in which the second collision determination part does not determine occurrence of the second kind of collision in a period until a prescribed delay time passes since the first collision determination part determines occurrence of the first kind of collision.SELECTED DRAWING: Figure 2
