To provide a fuel cell system and an electric vehicle, capable of suppressing reduction in power generation efficiency and deterioration of a catalyst.SOLUTION: A fuel cell system comprises: a fuel cell 20 that includes an anode electrode, a cathode electrode, and an electrolyte film disposed therebetween and generates power when fuel gas and oxidation gas are supplied to the anode electrode and the cathode electrode, respectively; an oxidation gas discharge pipe 45 communicating with an oxidation gas outlet of the fuel cell 20; a cathode back-pressure valve 46 provided on the oxidation gas discharge pipe 45; and an ECU 50 for controlling an aperture of the cathode back-pressure valve 46. The cathode electrode comprises a ceramic and a catalyst carried by the ceramic. The ECU 50 makes the aperture of the cathode back-pressure valve 46 in an idling operation state of the fuel cell 20 smaller than that in a normal operation state.SELECTED DRAWING: Figure 1
