To provide a regulator for a clearance between a brake shoe and a wheel, to which a regulation unit for regulating rotation due to vibration of a ratchet gear is attached easily, and a brake cylinder.SOLUTION: A regulator 30 for a clearance between a brake shoe and a wheel comprises: a ratchet gear 32 that is attached to a sheath rod housing a push rod for driving the brake shoe; a ratchet pawl 34 that meshes with the ratchet gear 32 and restricts rotation of the ratchet gear 32 in one direction; and a restriction unit 40 that has, as separate members, a ratchet retainer 41 contacting the teeth of the ratchet gear 32 and a coil spring 42 for absorbing the vibrations of the ratchet retainer 41, and restricts the rotation of the ratchet gear 32 due to the vibration.SELECTED DRAWING: Figure 2
