To provide a share-ride vehicle allocation device, method and program, and a traffic operation system that can provide pickup and drop-off service on an optimum travel route relative to a boarding reservation of a user in normal times and to provide a quick conveyance of those in need of support and a support material on the optimum travel route by the boarding reservation from an emergency user at the time of disaster.SOLUTION: A share-ride vehicle allocation device includes: a setting unit for setting a disaster time mode in place of a normal times mode in a case of disaster; a receiving unit for receiving a boarding reservation from a user including an ordinary user and an emergency user in a case of a normal times mode, and prohibiting reception of the boarding reservation from the ordinary user in a case of a disaster mode to receive the boarding reservation from the emergency user; an acquisition unit for acquiring vehicle position information; a derivation unit for deriving a share-ride vehicle of a traveling route that satisfies an accepted boarding reservation based on the boarding reservation and the vehicle position information; and a transmission unit for transmitting vehicle information indicating the share-ride vehicle derived by the derivation unit relative to the derived share-ride vehicle.SELECTED DRAWING: Figure 13
