To provide an optimal route determination apparatus which can determine an optimal route for easily moving to the next delivery destination in consideration of actual environment of delivery destinations.SOLUTION: An optimal route determination apparatus 10 for determining an optimal moving route for processing multiple services to be executed in different spots in a row includes: a service specification information acquisition unit 12 which acquires service specification information including information on execution spots for each of the services; an execution order determination unit 14 which determines the order of execution by calculating the order of executing the services as a combinational optimization problem; an execution spot unique information acquisition unit 15 which acquires execution spot unique information including information on one or more stop position candidates in the execution spots of the services, for each of the services; and an optimal route determination unit 16 which determines an optimal route including information on an optimal stop position and/or an optimal stop direction in each execution spot, by use of the order of execution and the execution spot unique information.SELECTED DRAWING: Figure 2
