To provide a radio communication device mounted on a moving body capable of transmitting data for big data without affecting the communication of user data used by a user of the moving body.SOLUTION: A radio communication device 10 mounted on a moving body includes: a transmission unit 104 that transmits positional information which represents the position where the moving body is scheduled to move to a server device 20 managing wireless communication infrastructure equipment; a reception unit 104 that receives a piece of communication quality information that represents the communication quality corresponding to the position from the server device; and a position identification unit 105 that identifies the communication position where data is to be transmitted based on the communication quality information.
