To provide a rotation transmission device enabling EMC testing of rotation electric equipment such as a motor under various conditions such as a rotation transmission mechanism and a low-speed rotation high torque or a high-speed rotation low torque, which enable high speed rotation and completely block or minimize electromagnetic noise which has passed through a wall of an electromagnetic wave chamber.SOLUTION: In a rotation transmission device, a rotary shaft 1 made of a fiber-reinforced plastic is supported by a bearing 4 in a conductive housing 2 in order to enable transmission of rotation at high rotation and high torque, and a conductive fiber brush 5 is provided, which achieves electrical conduction between the conductive housing 2 and the rotary shaft 1.
