To provide a flight control device, flight management system, and flight control method capable of achieving a high-density flight of flight vehicles in a lower air space.SOLUTION: A flight control device includes a flight management section. In a space including a high-speed air space where a high-speed air space is set, which enables a flight of a flight vehicle and in which a plurality of flight air spaces extending in parallel in one direction is set, a general air space which is the air space on an outer side of the high-speed air space and where a flight vehicle is controlled by individual control, and transition air spaces which connect the high-speed air space to the general air space, when a flight vehicle flies in the high-speed air space, the flight management section does not accept individual control of a flight vehicle and forcibly controls the flight vehicle to fly in a plurality of flight air spaces in one direction. When a flight vehicle flies in the transition air space from the general air space to the high-speed air space, the flight management section switches the control of the flight vehicle from individual control to forced control. When a flight vehicle flies in the transition air space from the high-speed air space to the general air space, the flight management section switches the control of the flight vehicle from forced control to individual control.SELECTED DRAWING: Figure 3

    【課題】低空域における飛行体の高密度の飛行を実現可能な飛行制御装置、飛行管理システム及び飛行制御方法を提供する。【解決手段】飛行制御装置は、飛行体が飛行可能であり一方向に並列に延びる複数の飛行空域が設定された高速空域が設定された高速空域と、高速空域の外側の空域であって飛行体が個別制御によりに制御される一般空域と、高速空域と一般空域とを接続する遷移空域とが設定された空間において、飛行体が高速空域を飛行する場合には、飛行体の個別制御を受け付けず、飛行体が複数の飛行空域を一方向に沿って飛行するように飛行体を強制制御し、飛行体が一般空域から高速空域に向けて遷移空域を飛行する場合には、飛行体の制御を個別制御から強制制御に切り替え、飛行体が高速空域から一般空域に向けて遷移空域を飛行する場合には、飛行体の制御を強制制御から個別制御に切り替える飛行管理部を有する。【選択図】図3
