To provide a traffic management system, a traffic management method, and a traffic management program which can provide travel of a transport vehicle with a degree of freedom.SOLUTION: A traffic management system 100 according to the present embodiment is used in traffic environment including a plurality of kinds of passage areas with different mobile objects specified as passable. Each of the plurality of kinds of passage areas comprises: a first passage area in which travel conditions of a transport vehicle 300 which carries baggage are regulated; and a second passage area in which more travel conditions for restricting travel of the transport vehicle are set than in the first passage area. The traffic management system 100 comprises a traffic management unit 204 which changes regulations regarding travel propriety of the transport vehicle 300 at least at a part of the second passage area on the basis of at least one of demand information of the baggage and traffic environment information.SELECTED DRAWING: Figure 2
