To form a cell on the ground by a base station device in a stratospheric platform to provide a radio communication service to a user terminal in the cell.SOLUTION: A method includes the steps of: selecting, upon receiving a measurement report from UE, an HO method from a first method not using an NRT and a second method using an NRT (S302); when the first method is selected, causing the UE to measure the system information of an HO candidate cell to receive CGI from the UE, so as to control HO of the UE using the cell information of the HO candidate cell received from a core network using the CGI (S316); when the second method is selected, determining whether or not PCI of the HO candidate cell is included in the NRT (S304); and when the PCI is included, controlling the HO of the UE using cell information corresponding to the PCI (S314), whereas when the PCI is not included, causing the UE to measure the system information of the HO candidate cell to receive a CGI from the UE, so as to control the HO of the UE using the cell information of the HO candidate cell received from the core network using the CGI (S306).SELECTED DRAWING: Figure 5
