To provide a technique for enhancing possibility of generating traffic information facilitating grasp of expansion and contraction tendency of congestion length.SOLUTION: A traffic information generation system comprises: a congestion section acquisition portion for acquiring a congestion section; a probe information acquisition portion for acquiring probe information including a vehicle position and vehicle speed; and a congestion tail update portion for acquiring a deceleration position that is a vehicle position of a probe vehicle of which vehicle speed becomes a predetermined speed on the basis of the probe information, and updating a tail position of the congestion section on the basis of the deceleration position. A period for collecting the deceleration positions used for updating the tail of the congestion section when updating the tail to a side where a congestion section length is shortened is longer than a period when updating the tail to a side where the congestion section length becomes long.SELECTED DRAWING: Figure 1
