To efficiently utilize a vehicle to improve an opportunity of vehicle allocation service.SOLUTION: A vehicle allocation service server 20 determines whether or not a vehicle in which baggage B is deposited executes a vehicle allocation plan to a user who gets on the vehicle when receipt request data is received from a user who deposits the baggage. When the vehicle executes the vehicle allocation plan to the user who gets on the vehicle, the vehicle allocation service server 20 sets a receipt place for the user who deposits the baggage to receive the baggage B on a travel route of the vehicle in the vehicle allocation plan on the basis of a position of the user who deposits the baggage. In addition, the vehicle allocation service server 20 sets time when the vehicle passes through the receipt place as receipt time.SELECTED DRAWING: Figure 1
