To provide a transit route proposal device and a transit route proposal method, capable of reducing the number of contact persons in transit.SOLUTION: A administrative server 20 extracts a plurality of transit route candidates where transit is possible when transit of movement means is needed, predicts the number of contact persons indicating the number of other users who contact for a unit time in a predetermined range of users at a transit point for each of the plurality of extracted transit route candidates on the basis of predetermined information, and proposes to the user the transit route candidate where the number of contact persons is small with priority over the transit route candidate where the number of contact persons is large among the plurality of transit route candidates.SELECTED DRAWING: Figure 1
