To reduce ventilation resistance of a seat heater and enhance arrangement flexibility of a heating wire.SOLUTION: A seat heater 5 is installed between a seat pad 15 in which a plurality of ventilation holes 22 through which air generated by an air blower flows are formed on a front surface 17 which is a surface near a seated occupant and a cover material covering the surface of the seat pad and having breathability. The seat heater 5 comprises a thin plate-like base material 51 having void spaces through which air can pass and a heating wire 52 fixed to the base material 51.
