A processing section 3 identifies the zone 12 where a sailing ship 20 is positioned among the zones 11-13 based on a current position of the sailing ship 20. The processing section 3 outputs evaluation information to evaluate whether the sailing ship 20 is sailing along the sea route based on the relation between a ground course direction of the sailing ship 20 and the identified zone 12.SELECTED DRAWING: Figure 1
