To provide a power conversion device for fuel cells and a fuel cell system that can boost each voltage of a plurality of fuel cells and make each boosted voltage fall within a desired range.SOLUTION: A power conversion device for fuel cells 60 comprises: a first booster 61 that has a positive electrode side first input end 610, a negative electrode side first input end 611, a positive electrode side first output end 614, and a negative electrode side first output end 615; a second booster 62 that has a positive electrode side second input end 620, a negative electrode side second input end 621, a positive electrode side second output end 624, and a negative electrode side second output end 625; a first controller 71 that repeats on/off-control of a first switching element 616 on the basis of a first voltage V1 and a first target voltage to set the first voltage to be the first target voltage; and a second controller (72) that repeats on/off-control of a second switching element on the basis of a second voltage V2 and a second target voltage, which is obtained by subtracting the first target voltage from a system voltage Vsys, to set the second voltage to be the second target voltage.SELECTED DRAWING: Figure 1
