To create a further accurate required time estimation table for emergency vehicles to further accurately calculate the estimated time required for an emergency vehicle to travel from a point of origin to a destination.SOLUTION: A table creation unit 48 of a table creation device 16 creates a time estimation table 44 for an emergency vehicle that indicates the estimated time required for an emergency vehicle 12 to pass through each intersection and each link for each traffic volume per unit of time based on a result of a traffic flow simulation using a traffic flow simulator 34 including an intersection model 36 that specifies attributes of intersections, a link model 38 that indicates attributes of links, which are roads between intersections, a driving model 40 that specifies driving rules for the emergency vehicle 12, and an avoidance model 42 that specifies the movement of general vehicles when the emergency vehicle 12 approaches. A navigation system 18 of the emergency vehicle 12 calculates the estimated time required based on the required time estimation table 44 and the current traffic volume on the road.SELECTED DRAWING: Figure 2
