To provide a boarding intention estimation device capable of distinguishing pedestrians who want to board, even when the pedestrian intention for desiring boarding is not notified, and a vehicle control system, a boarding intention estimation program, and a boarding intention estimation method using the same.SOLUTION: A boarding intention estimation device (1) includes: a pedestrian information detection unit (11) for detecting pedestrian information relating to a state of a pedestrian; a vehicle information detection unit (12) for detecting vehicle information relating to a state of a vehicle; a recognition range estimation unit (13) for estimating a recognition range in which the pedestrian is expected to recognize the vehicle based on the pedestrian information and the vehicle information; and a board intention estimation unit (14) for estimating the intention of the pedestrian within the recognition range to board the vehicle based on the pedestrian information on the pedestrian and the vehicle information.SELECTED DRAWING: Figure 2
