To achieve three-axial attitude control in a moderate attitude setting time in a situation where only torque around two axes can be generated.SOLUTION: An attitude control system 500 uses a method of an underactuated driving attitude control law capable of executing three-axial attitude control in a situation where only torque around two axes can be generated. A state quantity vector, a target output vector, and an input vector are associated with one another in a parameter database 109. A first control law calculation part 110 calculates control input approximately from the input vector stored in the parameter database 109. A second control law calculation part 111 calculates the control input by the method of an underactuated driving attitude control law without using the parameter database 109. A control law determination part 108 determines which of the first control law calculation part 110 and the second control law calculation part 111 is to be adopted on the basis of a result of comparison among a present attitude angle and a present attitude angle velocity of a satellite, and a target attitude of the satellite.SELECTED DRAWING: Figure 1
