The flight plan generation system 420 includes: a memory unit 210b that stores transport route information on the object 30 to be transported; a relative position correction unit 423 that corrects a relative position of each of the flying bodies 20 to the object 30 to be transported so that a propagation quantity which is propagated from a specific flying body 20 out of the plural flying bodies 20 to the object 30 to be transported is minimized; and a flight plan generation unit 424 that generates a flight plan of each flying body 20 on the basis of the corrected relative position and the transport route information on the object 30 to be transported.SELECTED DRAWING: Figure 1
